Is federal better than state?

How do I decide that my case is better tried in federal vs.

Most cases can only be tried in state court. Some can only be tried in federal court, but there are cases that could be heard in either system. You should talk to a lawyer about the specifics of your case in order to figure out whether you even have a choice here and, if so, where you should file.
