In a residential area is there a law as to what time in the morning they can start construction?

Every city and county has its own laws. In your zipcode it would be Chula Vista Municipal Code section 17.24.040 Part C. Paragrpah 8.

......which says 10 p.m. to 7 a.m. weekdays and 8 a.m. Sat/Sun. with an exception for emergencies. Acceptable noise levels are not defined, e.g., there is no specific decibel level maximum.
