Is it illegal to sign a contract as the Managing Registered Employee, the license holder?

I assume that you are referring to the RESPONSIBLE MANAGING EMPLOYEE (RME)! In any event, any one can sign of behalf of the company if that person is authorized to do so by the company. The RME and/or officers of the corporation are not required to be registered as "Home Improvement Sales Persons"
