Legal Question in Consumer Law in California

We have been with our cell phone company for 15 years. We have not signed a contract in about 3 and half years. We have cancelled and they want to charge us $250.00 and are being heavy handed with us.

Do they provide any basis for this? Its a contractual requirement, no contract, no payment.
