I had a car repossed 11yrs ago in the state of washington now i live in the state of califonia for 4 yrs i made my last payment 10yrs ago have the statute of limitations exspired?

Yes, the 4-year California statute of limitations has expired, don't pay or make a promise to pay on the account or you will reset it. If they sue, you or your lawyer will need to properly raise the statute of limitations as a defense -- or it is waived.
