I have a plumber who tore up my plumbing, left me without any water, and now two weeks later wants to charge for it. What can I do?

If he hasn't completed the work, get him to finish or find someone else to finish. If he did finish the work, he is entitled to payment, unless he is unlicensed, then you don't have to pay him and he can't do anything about it. You may want to contact the CSLB or a local construction attorney.
