Legal Question in Consumer Law in California

I recently recieved a rental renewal notice from my apartment complex offering me a rate of $799 a month. I went and talked to the manager and made sure everything was correct. She said that everything was good, she even circled the price on the flyer, and said that she would have someone type up the new lease. I went back the next day to sign the new lease and was told that they didn't know where that price had come from, that it was incorrect and the new price would be $899 a month. Other than them being incompetent is this illegal? Can they advertise one price on a personalized flyer then change it? Please help!!!!

I'm afraid they can. There is a long line of cases going back decades that say that an advertising flyer is not binding. Only once you sign on the line or have a completed sale is an advertised price binding.
