does a bank need to notify you in writing before repossing your vehicle?

They did notify you the day you signed the loan documents. It says that if you do not pay, they can reposess the vehicle. Now, if you mean right before they do so. no they do not. There are too many people who would hide their cars to prevent them from being reposessed.
