Legal Question in Credit and Debt Law in California

I live in California and recently called a debt collection agency to offer payment arrangements on an old hospital bill, they said because I was offering a low payment I needed to send them a letter stating my monthly expenses, income and bank statements, can they do that?

Under California law if you want to try and get the debt that you are writing about resolved, the creditor can make any reasonable request to you. What the creditor has requested is reasonable.

Since they are under no obligation to allow you to make payment arrangements, they can ask for anything reasonably related to that request. I only write to add that if the debt is more than four years old since the last charges on the account or last payment, you should talk to an attorney before paying anything. Even the smallest partial payment will reset the clock to four years for them to sue you for the debt, even if the four year limitations period has already run out.
