Removal to State Court

I have done some reasearch on removal, but haven't found a case on point for this scenario. The U.S. Postal Service may sue me for breach of contract. I was an employee in California, they relocated me from San Francisco to Los Angeles and now may want me to repay $18,000 in relocation fees because I left before the years' contract was up.

I expect them to file in federal court, but if they do, and the state courts have concurrent jurisdiction, can I remove it to state court, even though a government agency is the plaintiff?

No. If Federal Court has jurisdiction, and it is filed there, you are there.
