Can all of my wages be garnished for past medical insurance not paid due to being on worker's compensation ?

No one can garnish your wages unless and until they have a judgment against you, all of which assumes that they sued you, gave you proper notice of the lawsuit and you ether failed to respond or the matter was heard on the merits and you lost.
