Yes. People v. Tahl is the name of a case that says a defendant who accepts a plea bargain, and pleads guilty or no contest, must be advised of, and give up, important Constitutional rights, including: The right to a jury trial; the right to see witnesses testify and cross-examine them; the right to remain silent; and the right to call defense witnesses to testify and present other evidence.

"Tahl waiver filed" says the defendant waived those rights, in writing.

"Conditional revocable release" is the technical term for what lawyers call "court probation." In a misdemeanor case, that means the defendant has the balance of the maximum possible jail sentence hanging over his head. He doesn't have to report to a probation officer, but if he commits a new crime or otherwise violated probation terms, the judge can impose all or part of that remaining jail time.
