Time frames

A friend of mine has been accused of sexual assault on a minor, what is the investigation process and time frames that are required before the case is dismissed or pursued?

The statute of limitations on most felonies is 3 years, but in the case of sexual assault, it can be extended under certain circumstances.

Once an allegation is made, the police begin their investigation and can be doing many things without your friend's knowledge. If your friend knows they've been accused, there are things a criminal defense attorney can do, even in the investigation stages.

In a case such as this where the potential sentence can be life in prison (assuming there are allegations under Penal Code 667.61 or 288.2), consulting with an attorney is a good bet.

The case may take months to investigate, but it's impossible to turn back the clock once the police show up with a warrant.

The best advice for your friend: don't discuss these allegations with ANYone before talking with an attorney.
