Legal Question in Criminal Law in California

My name is william baker. in 1988, i was shot in the back by a sherifs officer. i wasnt breaking any laws. i got an attorny and after about 3 years my attorney convinced me to settle out of court for $250,000. my attorney took half. at the time i was told that i would most likely have full recovery. The bullet lodged in my spine. They removed the bullet and

one of my discs and repaired another. I have serious nerv damage in my leg and almost all of the muscle is gone. I have cronic pain all the time. Can I reopen the case? I don't think my attorny was looking out for my best interest. I can no longer work and when I went in front of a judge for my SSI disability he told me I should check on re opening my case.
