Legal Question in Discrimination Law in California

My 6 year old daghter was forbidden from using the bathroom during a test at school. After being denied 2X to go, she eventually urinated herself in class. After she was laughed at in class, then sent to be changed, neither myself or the other parent were called and notified. They allowed her to wipe herself down, (not a shower or fully cleanese) and gave her pants to change into. She was not given underwear and sent back to class. My child has been seriously himiliated and also is prone to bladder infections so this is a serious issue to a parent. I am looking into suing/pressing charges to make sure the district never allows this to happen under any teacher's watch again. I have 2 questions. Can I sue? If so, what are the steps that need to be taken.

Probably... But would need to know more details for a complete analysis and damages could be costly to establish. Believe it or not I know of a similar case with almost exact situation. I believe the child was older than six. One big concern is you need to move quickly in this situation because you will likely need to jump through some administrative hoops before you can file in Court.
