if a U.S citizen gets married in pakistan and thier husband immigrates to usa with a greencard because the indvisual was married to a usa citizen are they considerd married under the U.S.A law?

It depends on a) whether the marriage was fully legal in Pakistan, and if so, b) whether it was genuine and bonafied, or just to get the greencard. Whether the marriage was fully legal under Pakistani law is a question for a Pakistani lawyer. Assuming it was, whether a marriage is legitimate or just to get a greencard is a question of fact that can't be answered here, and ultimately is up to the INS.
