Legal Question in Family Law in California

my cousin lost his kids to the system because he is in prison but he gets out next year.the foster parents want to file a petition for adoption. the kids mother is not in the picture and my cousin wants to know does he have any rights? is there anything he can do to make sure he doesnt lose his kids forever?he wants to fight for his kids when he gets out.

If he has had his parental rights terminated, and the time to appeal from that has run, he is Short On Luck.
