Legal Question in Family Law in California

My ex-wife is driving a car that's registered in my name (insured in both our names). She is being unresponsive to my requests to transfer the car into her name at the DMV. Will submitting a Release of Liability to the CA DMV release my liability from the vehicle or do I need to sue her to either transfer the vehicle or return it?

This question feels incomplete. There seems to be a lot more going on concerning you and your wife's relationship that needs legal attention. If you're going through a divorce action, you can get court orders to help you on securing the car in the fashion that you seek.
