Legal Question in Family Law in California

I want to file paperwork for visitation rights for my kids but they live in Texas. I have no way of contacting the other parent. What do i do

Interstate child custody and visitation is a very complex area of the law. There a number of questions that have to be answered. First was a child custody and visitation order made in California. Second how long have the children been in Texas. Third if there is an existing California visitation order, did mother have a court order or agreement that she could move the children to Texas.
