In the state of california, county of san diego can you obtain a continuance on a hearing date for a temporary restraining order?

The respondent has a right to a continuance. The petitioner can ask for a continuance but the restraining order will probably not be in effect for the interim time.

You are not clear as to whether there is in effect a temporary restraining order, and a party wants to continue the hearing that has been set to see if the restraining order should continue to be in effect or not. If that is the case, the restraining order would continue to be in effect until the actual hearing. If there is no order, and someone is seeking an ex parte restraining order, that is not going to be continued.
