in the state of california if the parents of a minor are not married is it illegal for the mother to leave out of state with that child?

Nope. It's not illegal if they are married either. It only becomes illegal if a divorce or paternity proceeding is filed. Then the family law Summons imposes an automatic restraining order on removing the child(ren) from the state without written consent of the other parent or further order of the court.
