It's actually heard in family court. In LA, I think it's department 6 or 8 on the 2nd floor of the downtown courthouse. If there's a threat of or actual violence, there should be no filing fee.

Civil Harassment is not heard in family court. That court is for the domestic violence TRO. I am assuming from your post that you are proceeding with the civil harassment, which is for parties who were never married or cohabiting.

It would be unlimited filing, as pointed out by Mr. Starrett.
