Club Financial Question

I am currently involved in a club on my college campus. Every month we pay dues, but there is also a separate list of money owed for fines, t-shirts or things ordered through the club, event fees, etc. This list is distributed weekly. The club recently started enforcing a policy of doubling any unpaid fines if they are not paid by the weekly deadline.

Someone told me that it was illegal in the state of California to increase the amount a person is required to pay for something after both parties agreed on a set price. Their example for this would be like a restaurant changing menu prices after a person orders their food.

Would this apply in the club scenario? Would it apply to everything- fines, tshirt fees, event fees, or just some of the things?
