If a lawyer was going to take on a class action lawsuit but need money to cover his expenses to get started, would it be illegal for him to take money from people in exchange for a percentage of his potential earnings if he wins the case?

absolutely. Sharing fees with non-attorneys is illegal. So is soliciting 'investments'. Contact a plaintiffs litigation funding company to discuss legal funding. Consider partnering with a firm that can fund it.
