In Los Angeles Small Claims Court, can I sue for "wasted time" or "lost time" because of all the letters and calls the opposing side forced me to deal with before he ever sued?

You can try, but don't count on recovering anything. People are generally expected to bear their own expense of being in a beef with someone, just like bearing their own attorneys fees.
