Legal Question in Civil Litigation in California

My pine tree

My neighbor is asking me to cut down my pine tree becuase needles are falling in her garden. My tree is not even close to her fence. Id say 20+ feet away. I'm thinking the wind may take some there. I'm not doing anything negligable. Can she still make me cut it down?

No. If that were the case, no one would have trees, because leaves end up getting blown everywhere.

Worst case - if the needles are so severe that they are causing your neighbor to incur removal costs, then your neighbor could sue you for reimbursement. That is a big hill for her to climb though, because if she did sue you, you would respond with the position that she lives in a place where leaves blow on her lawn.

I would not lose sleep over this.
