Privacy Violation

My ex-boss has taken my letter of resignation from my personnel file and shown it to a co-worker who is non-management. That letter contained information I consider to be confidential and my expectation was that only he and the director of HR would see the letter. Is this a privacy violation? If so, what action can I take?
