Can a pro per litigant who develops a disability due to parkinsons

in turn provide temporary power of attorney to a relative to continue on their behalf in the lawsuit that was filed in pro per.

Unfortunately, no. The pro per litigant must either continue on his own or hire a licensed attorney. This is to prevent people from practicing law without a license.
