Legal Question in Civil Litigation in California

When sending a Government Claim form to the proposed defendant (the DMV), can I attach a proposed lawsuit/complaint as an Exhibit, attached to the claim form? ...That way they see that I know litigation and mean business, and possibly it convinces them to settle.

You can attach whatever supporting documentation you choose. I can assure you, however, that the DMV is not going to be intimidated by an amateur complaint by someone who thinks they "know litigation and mean business." They will be persuaded by the actual merits of your claim, or lack thereof. That is where you should focus your efforts - showing you have a valid claim - not showing how much you "mean business."
