How can I sue an individual for perjury? Is the DA the only one to decide to prosecute?

There is no civil cause of action for perjury. But depending upon the circumstances, the perjured statements may serve as the basis for a claim of defamation, intentional infliction of emotional distress, or perhaps other causes of action.

Bear in mind that you generally cannot successfully sue someone for statements made in the course of a governmental or court proceeding. Most perjury occurs in these contexts.
