Legal Question in Immigration Law in California

I came to know that I can apply for H1 visa through a NGO for the year 2014, as it has some special duties & cases? Is it right?

For an employer to be eligible as cap-exempt, they must be either of the following:

1) an institution of higher education;

2) a non-profit entity related to, or affiliated with, an institution of higher education;

3) a non-profit research organization or governmental research organization.

The employer should know if they qualify as one of the above. If not, the employer should contact an Immigration Attorney, experienced with employment-based immigration cases.
