This is a very broad question and can mean virtually anything. The FBI often earmarks names that are of certain ethnic origins, that are spelled uniquely, that are duplicative, that is a lot of people have the same name. To say a certain name may have negative implications is difficult because it depends on what the FBI is looking for. If they are looking for particular ethnic names, then such names will have negative impact on the owners of those names. Try to be more specific. Good luck.
