Legal Question in Immigration Law in California

My inlaws have vistor visa and they are traveling to USA for last 10 years almost every year. My wife have recently applied for there green card and it is now under process. Question is if my inlaws can travel to USA with there vistor visa while there green card is under process with USCIS.

Thanks,

Kazi
