Legal Question in Immigration Law in California

If one of the parents works for gov agency outside united states. Then he/she can be considered residence in the united states.

question is:Do their children under 18 years old gain their residency from their working parents. And can be considered residence in the united states during the time they were living outside the states with their parents.

If the parent has eligibility for U.S. permanent residence, then the unmarried child under 21 can apply as a derivative beneficiary. If the child is already a permanent resident & is living outside the U.S. with the parent who works for the U.S. government, they would need to file for a special permit, similar to a re-entry permit.
