I been a student in this country for 4 years and i would like to know if i can become a us citizen

You can't become a US citizen just because you've been a student on a Student visa for 4 years.

Any foreing individual on a temporary visa in the US, must first qualify for residency, and then after a certain n umber of years as a permanent resident, can apply for citizenship.

No, you cannot become a U.S. citizen because you have been in the US for four years as a student. In order to become a US citizen you have to become a permanent resident first.
