Upgrade a case with moms aproval

How do i upgrade a case with my mom's aproval notice, my dad applied for us in 07/06/1993 but i couldn't get my green card because i turn 21, now my dad became a us citizen and would like to upgrade my case but don't have an aproval notice under my name is under my mom. Please help!!!!
