Legal Question in Insurance Law in California

What are the benefits of adding a spouse to your car insurance in California? There are fees associated with doing so, and I'm not sure why I would want to do this given the fact that it's perfectly legal for my spouse, or my brother, or sister to drive my car without being added on my policy.

No, actually, it is not legal and you may find your insurance denied and cancelled if you fail to list all drivers in the household who drive the insured vehicle at all regularly. Coverage extends to random occasional permissive users, but not to household members who drive the vehicle unless they are listed on the policy.
