do i have a right to request what the bodily injury was when being requested to pay $4600 or am i just supposed to pay it?

You should explain who is asking you for the money -- is it the hospital, the lawyer for the other driver, etc.? If you have insurance, you might turn over the claim to your insurance carrier to let them handle it. That's why one carries insurance, to take the worry out of such claims. If you are being sued and you have no insurance and no lawyer, there are legal procedures for securing information, including sending out interrogatories, document demands, and requests for admission. You could also take the other party's deposition in which the other party testifies under oath about whatever you want to ask about the case and the other driver's background.
