process serving

can i serve court papers to the other party through an attorney retained by them in the matter i am suing them for, ie.small claims auto accident case.

It would depend if the other party's attorney has an agreement to accept service. If you are suing someone in small claims court then neither of you are permitted to be represented by attorneys (although they can consult you with preparation), so it is not likely that you will be able to just serve the attorney.
