Legal Question in Employment Law in California

My daughter was denied unemployment as stated in the denial letter because she did not show up for a shift. My daughter had made arrangement with a co-worker to cover her shift. The co-worker forgot and didn't show up. She worked for Target Corporation. Target allows the employees to arrange for another employee to cover her assigned shift.

Do we have a basis for appeal?

Yes. Have the employee who had agreed to take your daughters shift but "forgot" to show up testify or sign a letter or declaration to that effect.
