Legal Question in Employment Law in California

Drinking at Work

My husbands boss drinks of the job. He has found full and empty bottles of vodka in his office & in the company car. This is a small company of only 10 people and his boss is the owner. Is there any action my husband can take? When his boss drinks (which is now most of the day) he is forgetfull, angry and difficult to work with. It doesn't seem right that the owner of a company can be at work drunk.
