Employees using company tools

If an employee is using company tools for personal reasons while on duty, how liable is the company? And if they come in on their own time (off the clock), what are the companies liabilities?

Your question is a bit broad. More facts are needed to respond. Generally, if an employee is injured on company property using company equipment, the company will be required to provide workers' comp insurance benefits for those injuries. It gets more complex when an employee is off the clock, however, if the employer knew or should have known the employee was on-site using company equipment, if the employer is negligent, a civil claim may be appropriate.
