can an employer deduct 50% of my wages for the franchise tax board without giving me any notice?

They are obligated to deduct all taxes and withholdings due, no notice required. If you are saying that FTB is collecting or levying on your wages for past due amounts, then you should have been given notice and opportunity to seek reduction in amount per week they can take. Consult with local counsel experienced in this area, or at least contact FTB to complain and work something out.
