can an employer demand you arrive 10 minutes early to a shift, perform duties, and then clock in?

No. You could file a claim with the Labor Commissioner for unpaid wages and OT.

Sure they can, as long as they want you to get an award from the Dept. of Industrial Relations, Division of Labor Standards Enforcement (formerly the Labor Commissioner) for back pay and overtime.
