employer shorting employees hours worked no time card provided

iam a part time employee of a business,resturant, where the owners do not provide a time card for hours worked. employees mainly teens 16 to 19 yrs old are continualy shorted on their paychecks. this has been ongoing for several years and no one has stepped forward entil now to find out the legal aspects. if the owner is shorting hours arn't they also shorting calif.& federal income tax, social security, f.i.c.a,medicare ect? how do i report this?

A report of tax evasion can be made to the Franchise Tax Board and/or the Internal Revenue Service.
