Independent Contractor Laws

Is it appropriate for an independent contractor (IC), who is a computer tech, to 1) have keys to the company's facility and 2) have unknown passwords on the company's computers?

It is unclear what you meant by "appropriate". It's legal if the business owner gives permission, but not necessarily a bright idea from a computer security standpoint.
