Legal Question in Employment Law in California

I was layed off last year in May due to poor economy, and had a little over three years with the company. I have emailed them over the past year letting them know that I am still unemployed and want to go back to work. They kept saying that there were no positions available yet. I just found out that someone was hired a few months ago for my same position! The girl they hired was a former employee that quit to work with her husband, but she has stayed friends with the boss over the years. Weren't they supposed to notify me that it was available again and at least offer me my job back?

No. They have no obligation to you, to re-hire or notify, unless this was a union position subject to union rules.
