Legal Question in Employment Law in California

I live in CaliforniaI , in July of 2015 Iwas promoted to a salaried exempt directors position.

My pay rate stayed the same, roughly $15.30 an hour averaged to a 40 hour work week. When the minamum wage increase was put into place in January of 2016, my pay scale was flagged as needing adjustment . It turns out tha as a salaried manager I am supposed to be paid at least twice the minamum wage. My pay rate for this year was adjusted to meet that requirement and I was informed I would be paid retroactively for the five months where my wages were not at the required minamum. As of today, 4/22/16 I have not been paid any of the retroactive wages.

I have repeat overly spoken to my Executive Director but nothing has been done. Are there penalties owed to me due to their delay in payment?

Yes. They owe substantial penalties going back to 1/1/16.
