Proper/Improper Hiring Practices

I recently applied and interviewed for a new position. I ranked #1 along with one other person after the initial interviews. There were at least 7 people who had top 5 rankings and others who ranked below #5. After interviewing no more than the top 2 rankings for a second interview, the city to which I was applying immediately reopened the position the following morning to begin the hiring process again from the beginning. Is this legal to diregard the entire list and start over since the top 5 rankings were not even given a second interview? (The first interview consisted of a panel which did not include any employees of the city to which I was applying).
