Rehire status and other rights

I quit a job at a major retail chain under great distress over work conditions, giving only one week's notice instead of two. About a week after my quitting went into effect, I talked to my manager about coming back, and I was told that I no longer had rehire status since I did not give proper notice, and would basicly have to plead with our Human Resource department, which is not located in our store, to get my job back. Is this fair? Are there laws in regards to rehire status and proper notice of resignation? I had several hours of vacation, sick, and what we call Earned Time Off hours, that I have accumilated but did not use before I quit my job. Does my employer have to pay me for those hours, or do I just lose them?

they do not have to rehire you. vacation time must be paid, sick days do not.
